  • Jim Taggart

    Jim Taggart

    Chief Executive Officer

    Jim Taggart founded ECS in 1980 and has 33 years of waste recycling and precious material recovery experience. Jim spearheads the company’s ongoing expansion, oversees strategic planning for continued growth, and has been actively involved in several acquisitions. In 2002, Jim was responsible for developing and implementing a strategic plan to increase the company’s focus on post-consumer electronics recycling. Prior to his tenure with ECS, Jim was a sales representative with Oxy Metals, a division of Hooker Chemical. Jim received a Bachelor of Arts degree in Psychology with a minor in Business from San Diego State University.
  • Jack Rockwood

    Jack Rockwood

    President

    Jack brings over 30 years of reverse logistics and technology leadership and experience to ECS. Jack joined the company as President in 2015, to lead ECS forward into the future of the circular economy. Prior to joining ECS, Jack worked for 20 years in reverse logistics, and most recently was President of the North American Region of Teleplan, responsible for delivering Teleplan’s strategic direction and commercial goals for the region. Jack joined Teleplan as the General Manager of their Roseville, California site in 2000, when ESL Technologies was acquired by Teleplan. He held many vital positions within the company including President of the Networking Services Business Unit and VP of US Operations before being appointed President of the Americas in 2011. Jack spent the early part of his career working in hi-tech manufacturing, overseeing various aspects of the manufacturing processes at companies such as Varian Associates and Spectra-Physics Lasers. Jack holds a Bachelor’s degree in Sociology and Business Administration from Chico State University.

    Ken Taggart

    Executive Vice President

    Ken Taggart joined ECS in 1980 and has fiscal responsibility for company’s operations including overseeing planning and forecasting, budgeting, accounting, banking, risk management, credit, and collections. He also develops and fosters ECS’ relationships with its outbound customers including smelters and metal processors. Ken started his career as an accountant for Harris, Kerr, and Forester, and later served as an Accounting Manager for JC Resorts. Ken has a Certified Public Accountant (CPA) license and received a Bachelor of Science degree in Accounting from San Diego State University.
  • Mark Robards

    Mark Robards

    Vice President of Sales and Marketing

    With 30 years of experience in executive management roles for high tech industries, Mark joined ECS in 2008 to drive sales and marketing activities. Before joining ECS, Mark participated in a venture with Global Electronics Recovery to launch an international recycling business. Mark’s extensive background includes executive roles at Aruba Wireless Networks, GlobalWare Solutions, and Wang Laboratories, as well as hardware and software companies including Xerox/Diablo. Mark also started his own VAR firm in Denver, Colorado in his early days. Mark attended University of Colorado and San Jose State University.
